Justice Mark Spivey is a minor character on Scandal and How to Get Away with Murder.

Biography[]

Season 4[]

After having her class action lawsuit dismissed by the state Supreme Court, Annalise Keating had Olivia Pope assist her to get the lawsuit promoted to the Supreme Court of the United States. As a majority vote from the justices was required for the class action to be seen by the supreme court, Olivia Pope and her associates visited each of the justices to see which side they were on. Mark Spivey was the deciding vote and Quinn Perkins had some dirt on him and blackmailed him into deciding against the suit which meant that the suit wouldn't be seen at the supreme court. After coming to her senses, Quinn gives Olivia the evidence and told her that she would back off, giving her the chance to go to Spivey herself to give him the chance to decide himself without fear of his secret being revealed publically. Spivey ultimately decided that the case was worthy of being seen and the case was officially sent to the Supreme Court. ("Allow Me to Reintroduce Myself")

The following day, Annalise and the opposing attorney, Ingrid Egan arrived at the Supreme Court where they would argue the pros and cons of the lawsuit. After the court was in session, Annalise argued that her plaintiffs were poorly represented by their public defenders and therefore would have completed additional time in prison due to the bad deals which they got. Justice Strickland gives Annalise a hard time as he thinks that the suit isn't worth the time of day. Following the court, the justices had a decision to make, whether to decide for the lawsuit or against it. Eather decision would change the legal justice system for the better or otherwise. Following, Spivey and the other justices all decided to have to vote for the class action. This was later announced on TV. ("Lahey v. Commonwealth of Pennsylvania", "Nobody Else Is Dying")
